Land compensation issue becomes major impediment: CM

ZIRO, Nov 12: Chief Minister Pema Khandu said that land compensation issue has become major impediment in completion of the crucial highway connecting Itanagar with Ziro, Raga and Daporijo.

The Centre has categorically written to State Government to clear the pending land compensation issue or else it will be forced to cancel the funding, Pema said while responding to a memorandum submitted by Apatani Students Union here on Saturday.

The Chief Minister informed that there was immense pressure from the Centre to start work on Potin-Pangin road of the Trans-Arunachal highway.

The Chief Minister appealed to the people to accept land compensation rate as per the norms and not to make exaggerated claims. He said people have to make choice, if they want speedy development or want to stick to their demands.

Earlier, Pema laid the foundation of the Central Dree ground at Biiri village here.

Speaking on the occasion, Pema assured all help from the state government for development of the Dree ground and informed that Rs 1 crore under SIDF is being earmarked for the purpose.

The Chief Minister also assured to fulfill the demands made by the Gaon Burah Association in its 3-point memorandum.

Pakke Tiger Reserve starts its Annual Tiger Census

ITANAGAR, Nov 12: After a decade of successful Camera Trapping, Pakke Tiger Reserve has started its annual exercise from Nov 01.

In entire Northeast Pakke has been the most consistent Tiger Reserve in conducting camera trapping. It all started in 2006, when researchers from Wildlife Institute of India (WII) set up the first camera traps along with the field director Tana Tapi, sleeping on the river banks with no proper shelter.

Earlier, camera trapping in Pakke was done by Government Institutions such as WII with support from NGO's like WWF, but now with strengthening of field staffs of STPF (Special Tiger Protection Force) and development of infrastructure such as patrolling roads and anti-poaching camps, Pakke now annually conducts camera trapping without any external support.

Pakke acquired new camera traps and other field equipment's to conduct camera trapping in newly explored areas as well, earlier where no camera trapping were done. The whole exercise will be about five months long with entire reserve being divided into two blocks-Tippi and Seijosa for easy management and supervision of the exercise.

Prior to the camera trapping, an annual training workshop on the monitoring protocols of Phase IV Monitoring of Tigers, co-predators and prey species was held on October 26. The goal of this training was to provide hands-on training on the monitoring protocols and usage of field equipment's such as GPS, range finder, compass and camera. Likewise every year, this year also the frontline staff were provided with field gears to conduct camera trapping. After the completion of the camera trapping prizes would be given under three categories- Best camera trap image, Best anti-poaching activity and Rescue & release of wild animal. For each category, two prizes would be given to motivate and encourage the frontline staff. Adi Agom Kebang conference gets underway

Apang exhorts youths to work for development of Adi language

PASIGHAT, Nov 12: Former Chief Minister Gegong Apang exhorted the younger generation to carry forward the half-done works initiated by the elders for development and promotion of Adi language and culture.

Addressing the eleventh Annual Conference of Adi Agom Kebang (Adi Literary Society), which got underway at IGJ Higher Secondary School here on Saturday, Apang urged the activists of Adi Agom Kebang (AAK) to work with an objective to promote Adi language through provisions under Eighth Schedule of the Constitution.

Supporting the ongoing joint efforts of Adi and Mising literary societies for adopting modified Roman script, Apang requested the workers to maintain united stand for promotion of the language. He also assured of financial assistance in affordable amount for development of Adi-Mising language in the coming days. He discouraged mixing of languages and termed it a "social evil."

Vice-Chancellor of Rajiv Gandhi University Prof. Tamo Mibang said that many tribal languages in Arunachal Pradesh are on brink of extinction due to non-use of these languages in everyday life.

He lamented that no special efforts are being made for promotion and survival of the tribal languages by the tribal societies.

He said that about 70 percent of tribal youths hesitate to speak in their mother tongue and use English or Hindi during conversation or communication.

Stating that language is the pillar of the society and it represents identity of a particular ethnic group, Prof Mibang gave priority on use of mother tongue for protecting it from invasion of other languages and cultures. He exhorted the young writers to carry forward the ideas of linguistic and researchers in this field.

"We have seen cultural and intellectual development in Adi societies, but no development in language literature", he exclaimed.

Prof Mibang informed that Central Government has taken step to preserve tribal languages by granting fund for research and documentation on tribal languages.

Adi Agom Kebang president Nini Pertin in his keynote address said that the Kebang after a series of meeting with Mising Agom Kebang constituted a 'Script Coordination Committee' for adopting modified Roman script. Moreover, a team has been engaged in making software for Desktop printing works of Adi-Mising language.

Among others, Adi Baane Kebang president, Kangir Jamoh and Secretary General Bodong Yirang, Mising Agom Kebang president Govin Taid spoke in favour of joint efforts for promotion of Adi-Mising language literature.

Sunday's programme include discussion on 'Adi text book in school', preparation of 'Vision Document' of AAK and presentation of resolutions besides selection of New Executive Committee for the next session.

Earlier, the 2-day conference started with hoisting of flag followed by singing of Adi anthem and discussion on promotion of Adi language literature.

Govt. contemplating to increase departmental fund allocation

Pema joins cleanliness service at Hija village

ZIRO, Nov 12: Chief Minister Pema Khandu has said the State Government is contemplating to increase the departmental fund allocation by 10 percent while additional Rs 100 crore will be allocated for AOP.

He, however, said that a decision in this regard will be taken after conducting the SDC meeting. He said this during a public meeting at Kago Lapang, Hija village, Lower Subansiri on Saturday.

Informing that Rs 10 crore for every constituency has already been earmarked, Pema said that allocation of more funds to the departments will ensure equal opportunities to all constituencies and development at village level.

Pema said he has decided to hold the state development council (SDC) meeting on November 22 said despite the state was facing Rs 4000 crore liabilities.

He reiterating on the need to develop a sound policy to generate sufficient revenue through its rich natural resources to bring an end to its dependency on central government funding. Pema, however, said that any development projects that threaten local culture and environment will not be encouraged.

He congratulated the Hija community for completion of its second year of mass cleanliness service and appreciated the drive for encouraging community participation.

Pointing out Prime Minister of India'a goal to achieve Open Defection Free (ODF) India by 2019, the Chief Minister said the state government will always work closely with the community to help build individual house hold latrines or community latrines.

Responding to memoranda submitted by few organizations/associations, Pema promised to sanction a community hall for Hija village and assured to look into demands of Gaon Burah Association and AYA.

Earlier, the Chief Minister accompanied by PHED Minister Takam Pario, Parliamentary Secretary (Hydropower) Phosum Khimhun, Raga MLA Tamar Murtem and Ziro MLA Tage Taki joined the two year completion of cleanliness service, organized every second Saturday by the All Hija Youth Association (AHYA) under the aegis of Apatani Youth Association (AYA) at Hija village, wherein the chief minister took the locally made broom into his hand and swept across the streets of Hija village.

He walked around the streets of the village accompanied by members of AYA and AHYA and inspected the cleanliness drive carried out by various local youth forums.

He also visited the Diibo village and met the members of All Diibo Youth Forum (ADYF) and encouraged them on cleanliness. He visited every streets and colony of Hija village.

CM asks Govt. employees to be friendly with public

KALAKTANG, Nov 12: Chief Minister Pema Khandu asked the government employees in Kalaktang to be friendly with public and deliver service to their satisfaction maintaining team spirit.

Pema asked the officials during a brief interaction after inaugurating the new ADC building and officers' quarter of Kalaktang Saturday morning.

"We all are public servants and we are duty bound to serve the public," he asserted.

Saying that the ADC office building at Kalaktang was among the best office buildings in the entire state, Pema appealed to the public to maintain sanctity of the civil administration.

He also appealed to public leaders to cooperate with the civil administration by maintaining peace and cooperating with the officials for smooth running of the administration and all government projects.

Citing that peace is prerequisite for development, Pema called upon all to rise above petty politics and work as a team for welfare of Kalaktang area.

The CM directed ADC to immediately start shifting and functioning of the office from the new block.

Hydro-power dept. clarifies on GSU concern, MLA says politically motivated

ITANAGAR, Nov 12: Responding to Galo Students' Union (GSU)'s demand to cancel the inauguration of the Liromoba MHP until pending issues involving the project are settled, the Department of Hydro Power Development (DHPD) stated that the court case and CB1 enquiry as stated by the students union are on different issues and will have no impact on the inauguration and operation of the hydel station.

Clarifying on the entire issue relating to the hydel project, the chief engineer of the DHPD informed that "the Liromoba MHP and 5 other hydro projects in various parts of the State were awarded to M/s Subash Project & Marketing Limited on turnkey basis. However, the contractors could not complete any of the projects and instead, preferred for arbitration during 2001 in terms of the contract agreement which is in progress."

The remaining works of Liromoba MHP were taken up departmentally after obtaining NOC from the turnkey contractors. Since the project is commissioned and operational, its formal inauguration will have no legal obligation, whatsoever, with the on-going arbitration case with the turnkey contractor, the chief engineer said.

Local MLA and Parliamentary Secretary Nyamar Karbak termed the GSU's opposition to inauguration of the hydel project as anti-development and politically motivated.

Karbak informed that the renovation of the micro hydel project was started one and half years ago after the visit of then Parliamentary Secretary (HPD) Phurpa Tsering under the supervision of EE DHPD (Civil) Aalo Division. The hydel station was lying defunct for the last 10 years causing huge liabilities to the state government after investing crores of rupees for its implementation, he said.

Saying that GSU's press statement has come as shock for the general people of Liromoba circle, Karbak suggested the GSU to focus more on issues related to welfare of students' community instead of interfering in matters related to development of the area.

He also said that GSU should not become political tools of some persons with vested interests putting obstacle in the developmental activities of the area.

Karbak assured that the proposed inauguration of the project will go ahead as scheduled.

The Panchayat and Public leaders of the area have also echoed Karbak and urged the state government to ensure smooth inauguration of the project as per schedule.

While drawing attention of the chief secretary on the GSU allegation in a signed representation, they said that the hydel project is free from all encumbrances and technically as well as physically fit to generate power.

Terming the GSU press statement on the MHS as concocted and politically motivated, the leaders urged the chief secretary to take appropriate action against those individuals trying to disrupt the proposed programme.

Meanwhile, GSU in a rejoinder to its earlier press statement, said that if the project is inaugurated then the M/s SPML will be mostly benefitted as it will get advantage to clear dues from the state government without making the MHS functional.

GSU clarified that it is neither against the development nor against the visit of the Union Minister, but any project of public utility should be free from controversy/ disputes.

GSU appealed to MoS (Home) Kiren Rijiju to initiate for sanctioning construction of Tai to Liromoba PWD Road, a multipurpose cultural hall at Liromoba Town and girls hostel at various Govt. Schools under Liromoba from Ministry of Tribal Affairs.

Arunachal was declared a Union Territory in 1972 and became a State in 1987. Some older towns of Arunachal have conducted centenary celebrations. experience below our belts!

However, almost all items bought in our state are made outside the state. Basic items like paper, pencil, pen, clothes, plates, glasses etc are imported from outside the state. Even bread, fish, vegetables are imported!! Even though we have sufficient bamboo, we import paper...even with sufficient fresh water, we import bottled water...despite harvesting large amounts of fresh orange, kiwi, pineapple etc we import fruits and fruit juice!

Products are imported from outside the state due to lack of manufacturing industries in the state. Lack of stable electricity, lack of infrastructure like good roads, railways etc, lack of single window licensing clearance, lengthy clearance process etc results in lack of

industries in the state.

Slowly but surely things are changing for the better in our state also. Industrial Policies are being streamlined, clearances are being hastened up and incentives are being introduced for entrepreneurs. People are realising that there are limited government jobs. With the absence of major MNCs, Public Sector Undertakings, the only way to create jobs is through the manufacturing and services sector. The State Govt need to support these new industries in the state with preferential buying and preferential pricing policies.

In our lifetime, can we dream to talk on a Perme or Dulom mobile? Can we dream to watch our favourite programme on a Nabam or Tshering TV? Can we drive on a Ete or Namchoom bike? Can we write with a Mena or Mosang pen?

Mass cleanliness drive conducted

DAPORIJO, Nov 12: A mass cleanliness drive was conducted by Dumporijo Gusar Giteripa Students' Union (DGGSU) in collaboration with Dumporijo, ADC and students of Government Higher Secondary School at Dumporijo town on Saturday.

The volunteers including; students, HoDs and PRI members cleaned the market area on the occasion.

In Daporijo, ITBP personnel, members of Bharat Scouts and Guides along with people of Sigin Panchayat cleared the premises of the Airfield here as part of a drive aimed at making the town plastic-free.

Similar cleanliness drives were also conducted at New GNM School, district hospital here by Bulo Abar Welfare Association wherein, DMO along with medical staffs took part.

In Itanagar as well, a mass cleanliness drive was conducted at Ward No-12 under the supervision of Ward Councilor, Yumlam Minu.

During the drive volunteers conducted door to door collection of municipal solid waste from various households and cleared the vicinity of Higher Secondary School, MLA Cottage, APPSC and existing dustbin in ESS Sector.

IMC Engineer, Chakpu Raju and other officials of IMC were also present on the occasion.

Aboh emphasizes on parent-teacher-children relationships

KHONSA, Nov 12: Parliamentary Secretary (Geology and Mining) Tirong Aboh underscored the importance of good parent-teacher-children relationship.

Addressing the parents at Don Bosco School, Kheti on Saturday, Aboh said that parents must extend fullest cooperation to the school authority and teachers for better understanding and their children's success.

The parliamentary Secretary asked the students to stay away from drugs, tobacco, alcohol, which may ruin their lives and very fabric of the society.

He urged the parents to adapt cash crops cultivation under horticulture and agriculture sectors instead of continuing traditional shifting cultivation system as frequent clearance of jungle for shifting cultivation and deforestation creates ecological imbalance.

Earlier, Aboh inaugurated the Arts and Science Exhibitions on global warming, volcanic eruption and magnetic field effect by the students. He also interacted with the children and appreciated them for their excellent performances.

Road map for sports: Karbak

ITANAGAR, Nov 12: The state Govt. has been working on a road map to boost sports sector and facilitate Arunachalee players find place in national games, Sports and Youth Affairs Parliamentary Secretary Nyamar Karbak said.

"Soccer is famous even in villages throughout the state," Karbak said before inaugurating the 13-day 4th Veteran State Level Football Tournament-2016 at Rajiv Gandhi Stadium, Naharlagun on Saturday.

He said that all out efforts are being made to ensure representation of Arunachal Pradesh in such national events. He assured all support of the GoAP to achieve the goal.

Lok Adalats settle 170 cases

ITANAGAR, Nov 12: The Lok Adalats held in various civil courts in the state on Saturday disposed 170 cases of various natures.

Of the total cases settled, 98 were criminal cases and 5 MACT and 65 Bank Recovery, Money Suits etc. The amount settled all were Rs.1,37,99,116.

The Lok Adalats were held in the District & Sessions Courts of Yupia and Tezu, Court of Additional District & Session Court, Basar, Chief Judicial Magistrates of Roing, Aalo, Seppa, Yupia, Courts of Judicial Magistrate (First Class) of Daporijo, Yupia, Tawang, Khonsa.

Post doctors at PHC, GSU

ITANAGAR, Nov 12: Claiming that the Primary Health Centre (PHC), Liromoba under West Siang district is in a dilapidated condition with no allopathic doctors to attend to patients, the Galo Students Union (GSU) has appealed to the state government and the Health and Family Welfare Minister in particular, to initiate early steps and post an allopathic doctor in the said PHC at the earliest.

'Members of the union recently visited the PHC at Liromoba and found that it has been functioning with limited staff and poor medicine stock and has no allopathic doctors', said GSU president Binya Ronya in a release on Saturday and claimed that despite repeated appeals to the state government no action has been initiated to mitigate the long pending demand of the public of the said area.

Health camp organized

ITANAGAR, Nov 12: Altogether 240 people benefitted from a one-day health awareness cum free medical camp which was organized as a part of Golden Jubilee celebration of Govt Primary School, Sunua village under Longding district on Thursday in collaboration with Vivekananda Kendra Arun Jyoti and district medical office.

The team of five doctors detected a case each of lump and hernia. The two patients will be undergoing free operation camp scheduled for February next year in Changland district and at Sonari.

Informing about facilities available for health care, DMO incharge Dr R Sikom advised to avail the facilities on time.

PMIC meeting of SHGs

ITANAGAR, Nov 12: A PMIC meeting for self help group was held at Ziro on Tuesday which was attended by more than 30 SHGs of Lower Subansiri district. It was organized by North East Multipurpose Development Society (NEMDS) and sponsored by NABARD.

In the meeting, resource persons BDO-Ziro, DDM NABARD-Ziro, LBM SBI-Ziro and president of NEMDS encouraged SHG members to avail the benefits of credit linkages from bank KCC, WCC, ACC, dairy, piggery, poultry etc.

Coordination meeting of headmasters, principals held

PALIN, Nov 12: A coordination meeting of all headmasters of Govt. Secondary School, Principal of GHSS, Palin and RMSA teachers of all government schools of Kra Daddi district was held under the chairmanship of Kra Daadi RMSA, DPC,Tam Taying at the office of DDSE-cum-DMO here on Friday last.

Addressing the meeting, Taying advised all the headmasters and principals to encourage the students to submit Aadhaar and Bank AC for timely release of stipend and other incentives as provided by the government.

The headmasters and principals also put forth their grievances faced by them in their respective schools, like shortage of furniture, teachers' quarter, class room, drinking water facilities and others which hampers smooth functioning of schools.

The teachers were further asked to supervise and monitor the civil works which is currently going on at various schools of Kra Daadi district.

Team meets Mechuka GB, Woman SHGs

RUKSIN, Nov 12: A team of Gaon Burah and public leaders of Bamin Bilat village led by former ASM Elison Siram met the GBs of Mechuka during adventure@ Mechuka festival and discussed on local kebang system.

The six-member team also met the members of woman Self Help Groups and learned from them about home-stay, tourism and hospitality management.

The team comprised of Bilat Head GB Tarung Dupak, Adi film actor Tasi Nonang and youth leader Tanong Ering.
